Sealed bids for the Ventura-Santa Barbara Counties Intertie will be received by the Casitas Municipal Water District until 2:00 p.m. on Wednesday, November 12, 2025, at the office of the District, 1055 N. Ventura Avenue, Oak View, CA 93022 or via email to bids@casitaswater.com, at which time they will be opened and publicly read aloud. Each bid shall be made out on a form to be obtained from the Casitas Municipal Water District. Bidders interested in participating in the bid opening online shall email  at jaranda@casitaswater.com to receive the meeting link and call-in information at least one hour prior to the bid opening. Hard copies of emailed bids must be received at the office of the District within the next business day after the bid opening; failure to do so may result in disqualification and forfeiture of the Bid Bond.

Mandatory Site Tours. Two options are available for the mandatory pre-bid conferences for this project on Tuesday, October 7, 2025, one starting at 8:30 a.m. and one starting at 1:30 p.m. starting at the District Office, 1055 N Ventura Ave, Oak View, CA 93022. All sites will be visited after the meeting and potential bidders must attend the entirety of the site tour. Bids will not be accepted from any bidder who does not attend one of the site tours.

Site access is limited. Casitas will be providing passenger vans to shuttle potential bidders to the sites. Potential bidders must RSVP with name(s) of attendees to Julia Aranda at jaranda@casitaswater.com for one of the site tours to reserve a spot. Please limit the number of attendees and RSVP no later than Friday, October 3, 2025. Each tour is expected to take 2.5-3 hours.
