Ventura-Santa Barbara Counties Intertie - CONSTRUCTION UPDATE Posted 07/13/2026

Potholing on Highway 192 and demolition of a groundwater monitoring well along Highway 150 is expecting to begin the week of July 13 and one lane will be closed at a time with one-way traffic. Please expect delays. Future construction will involve a combination of traditional open-cut excavation and a trenchless method known as horizontal directional drilling (HDD) to install a 16-inch pipeline.

Planned Water Outage: As project construction continues, the first in a series of planned water outages affecting the Rincon zone will occur on Tuesday, July 21, 2026 between 6:00 a.m. and 6:00 p.m. This construction will temporarily disrupt the water service to Casitas' Rincon customers, with some customers experiencing a complete outage and others restricted to indoor use only. During this time, Casitas will be unable to pump water to our storage tanks. As a courtesy, automated phone calls will be sent out one week in advance and the morning prior to any customer affected by a complete outage, as well as to large use customers impacted by the outdoor use restrictions. Please see the interactive map below to determine how your service will be affected. We appreciate your patience during these important water system upgrades.

The Ventura-Santa Barbara Counties Intertie will connect Casitas and Carpinteria Valley Water District and enable each agency to provide water to the other during emergencies. The project also allows Casitas to access State Water Project water as an alternative water source. In addition to the pipeline, there will be two booster pump stations and other pipeline improvements. State and federal grants and loans were awarded to Casitas totalling $45M.
